The Housing Authority of Clayton County (HACC), the lead agency of the CCFRC

For more than 25 years, the Housing Authority of Clayton County (HACC) has helped provide and maintain safe and decent housing for low to moderate income citizens of Clayton County. Whenever there is a need for housing rehabilitation or a quality multifamily housing development in need of financing, the HACC has been there to assist and lead.

In 1982, the Board of Commissioners of Clayton County created the HACC to act as a conduit of federal, state, and local funding devices, which provides tax-exempt financing to developers seeking to build affordable multi-family housing units. The approximately 250,000 people living in Clayton County continue to benefit from this high quality and affordable housing stock.

In addition to providing bond financing for several multi-family housing developments in Clayton County, the Housing Authority of Clayton County owns and operates Premier Garden Apartment homes in College Park, through its Facilities Holding Company. The Authority has invested approximately $1 million in major renovation and upgrades at Premier Garden over the past several years, resulting in increased rental income and record occupancy that is consistently around 95 percent.

During its program history, the Housing Authority has also been a local administrator of federal housing programs funded through the U.S. Department of Housing and Urban Development (HUD), primarily in the area of emergency assistance and home rehabilitation. In doing so, the Authority has a team of inspectors and contractors with extensive experience in the construction and renovation of Clayton County’s aging housing stock.

The Housing Authority of Clayton County also partners with like-minded agencies to assist homeowners and residents through alternative housing programs, which spread the Authority’s dollars for housing related causes administered by partnering organizations. The breadth of the HACC's work has changed over the last 20 years, but the vision has remained the same – to make a difference in the community, one family at a time.

In January of 2000, with SouthTrust Corporation embracing our purpose, D&E, A Financial Education and Training Institute, Inc., was launched as a 501 (c) 3 organization. Our mission transforms lives of overlooked and underserved communities through the delivery of affordable housing, job readiness, low-cost banking, and youth development programs. Several years later, D&E became a HUD-approved Housing Counseling Agency, with a strong commitment to develop, educate, and empower communities by providing and preserving the elements of Home Ownership and Preservation.

Southern Crescent Habitat for Humanity (SCHFH)

Southern Crescent Habitat for Humanity is a non-profit ecumenical housing ministry.  We believe that everyone deserves a decent, affordable place to live. We work in partnership with local businesses, churches, civic groups, foundations, and governments, to provide opportunities for homeownership to responsible low-income families. While most people know us for the houses that we build, what is less understood is the critical importance of our education, mentoring and sweat equity programs in building successful homeowners.  Successful homeownership brings direct benefits to the families involved, as well as to the community in which they reside.  For that reason, SCHFH is a strong advocate for home ownership at all income levels and is proud to be a part of the CCFRC collaborative effort to help Clayton County homeowners find ways to maintain homeownership in difficult economic times.

Higher Living Christian Church Impact Center, Inc.

Higher Living Christian Church Impact Center, Inc. is a non-profit, faith-based organization that operates as an independent entity from New Birth South Metropolitan Church. The overwhelming attraction to Higher Living Christian Church by members and visitors is the combination of God's Word going forth through the powerful anointing of Pastor Andre' Landers and the vision of economic empowerment for family units within God’s Kingdom. Pastor Landers' vision has produced several noteworthy ministries and community service projects, with phenomenal impacts on south metropolitan Atlanta. Those community service projects, facilitated through the Higher Living Christian Church Impact Center, Inc., include: Economic Empowerment Series, Kingdom Resource Connections, the Annual Angel Tree Christmas, the Annual Back to School Rally, Support for Education, and Support for Community Development.
